My scale of choice is 20mm, or 1/72nd scale. When I was I kid, I was big into Airfix, Esci, etc, etc, 1/72nd scale plastics, carpet battles if you will.
I got out of the hobby in my teenage years and back into it in my late 20's, early 30's and instead of plastic, I went with metal.
Back then (we're talking about 15 years ago) there were numerous companies making 20mm metal, so I loaded up and began painting them.
The difference between the first figure I painted back then vs the one I just finished yesterday is staggering, all it takes is patience and practice.
I've also found a couple of places in Eastern Europe that do a superb job on the figures for about $3.00 each; factor in the cost of the bare figure, shipping from the Uk (where most of these figures are made as the Uk is the capital of wargaming worldwide) to me, from me to the painter and from the painter back to me and we're up to about $4.00 to $4.50 per figure.
If you factor in you'll need a couple of thousand figures, plus cavalry, cannons, etc, etc, then it can pile up, 5k maybe when it's all said and done, then figure in buildings, scenery, etc, etc, now maybe 6k?
15mm is the most popular scale for wargaming Napoleonics, but the figures are tiny, whereas 28mm are much larger and more detailed, but more expensive as well.
My feeling is stick with what you've got regardless of scale and build your displays off of that; whatever the end result, you get loads of enjoyment either way..........
