For me it would be material, sculpt, paint for a collector figure or toy figure. I prefer to collect the metal ones, they seem more substantial when you hold them, and they don't remind me of the plastics I played with as a kid. Paint last since it doesn't matter how detailed the painting is, it won't look that great on a poorly sculpted figure - I'm thinking of Britains "hobbit" like King Arthur series for example.

Also, a great painted metal figure using a poor sculpt reminds me of "toy soldier" while a great painted plastic, composition or metal figure with a good sculpt reminds me of "military miniature."
