I don't have those figures so I can't clearly see the mark, but it is almost certainly a "Red Arc" painted on his helmet which designates him as a member of the 6th or 7th Navy Beach Battalion (Omaha Beach) or the 2nd Navy Beach Battalion (Utah Beach). I can't read the red writing under the arc. They correctly have the grey Navy band painted around the helmet. He is likely a Navy Chief Petty Officer wearing Army clothing as he is equipped with an M-1 carbine and a short range handy-talkie radio. The guy with the flags is probably a Coxswain from the Navy - they wore Army clothing with USN painted on and most beach personnel wore paratrooper boots. They usually did not display any rank.
