Don't see any balloon sets on the RP World/Stredfast site.

I don't see any Balloons either. I do think that Observation comes under Communications and that Hocker is a beaut. Here's a Steadfast unpainted Airline Wagon Set from the RPWorld website

For some reason Steadfast made the airline wagon but not the balloon. Kingcast or Marktime made a great observation balloon
