After 44 days my box made it to Austria via US Priority International Airmail. Looks like the problem was in CUSTOMS ???? And it did reach his residence according to his brother.After refunding his $300 via Paypal January 12 and receiving 3 eBay negatives from this Buyer, I am looking forward to giving Paypal a phone call. Andy

My i suggest ,talk directly to supervisor , as in my experience after 45 days nether ebay or paypal , cannot do anything.

I can understand why you refunded him, but if you had a tracking number it is not your fault. If he had filed a complaint with paypal you are covered with your tracking number. I think the buyer should reverse the refund back to you, is he replying to your emails? Hope this works out for you, i have had this done to me and i had to pester the buyer to get my money back.
 
Thanks for all the tips. I am very worried about the 45 days.And even though I had a tracking number, the box had dissapeared as you can see from the tracking info. The buyer had not received his box.I filed a claim with the US Post Office around January 15 and I received a letter February 5 from the US Post that my box was delivered January 26. I will be on this Monday morning !!! and will post what happens , Andy

The delay in the delivery was related to factors beyond your control. I hope that you will be able to sort this matter out given time.

I hope eBay will one day realise that their asymmetric feedback system can be abused beyond credibility, especially for sellers.

Not true. YOu are only covered once the package is received. The tracking number doesn't mean you are protected at all.

This person now owes you the money. Go after it!

In my buying experience, when a package from outside the European Union arrives in Portugal it's normal for it to take 30 days plus to get to my door when it goes through customs. If they at customs ask me for proof of payment or for an invoice it will take even longer. So, a 44 days wait wouldn't be that strange, it probably wouldn't ring any alarm bells with me...

30 sounds rather long to me. Just recently, I shipped an article to a buyer in France. He probably had it in 10 days.
 
I just posted a parcel to Konrad last Tuesday and he received it on Saturday - not bad at all!

Did it go through customs or was he lucky:D? Because here when it doesn't get stopped at customs (smaller values for instance) it normally takes about a week from the US or from NZ.

Doesn't everything have to go through customs or do they just let some items sail right through without checking.

They do let a few items go through without checking (I am not sure why, just random luck or being overwhelmed with higher values perhaps... ) and also legally any of these values up to 22 euros don't pay customs taxes so they also sail right through.

Only if you purchase that service and it is expensive.

When shipping via Priority Mail, there is a Delivery Confirmation Number which ensures that the package will be scanned when delivered. You can track this on USPS.com

I am still not sure if a package scanned for delivery is proof enough or if a signature is required. I haven't had that exact scenario happen.

eBay and Paypal (when using them for eBay) is a little sketchy in this area but just assume that they will side with the buyer.

These things are far and few in between so hopefully I won't find out any time soon.
