I was just thinking would it be stupid impractical or cant be done to make soldiers with clear stands?Then it wouldn't matter where you put them they would always go with the ground they are on does that make sense?

It could be done, but I think they would look worse in some situations than painted bases. I'm trying to picture how they would look on a cobblestone street which is where painted grass bases look the most out of place.

Does it have to be 1 big solid piece it could be just 2 smaller bits on each foot,just a thought.

How small or big is necessary to keep the figure stable on a textured cobblestone street or a grass mat? I prefer my figures to be very stable.

The stands would have to be of plastic and be glued to the feet of the figure, this would mean extra cost, both in material and labour, and would not really be a satisfactory solution. Gluing metal to plastic would give a very unstable join which would break very easily.
