What effect did Operation Popeye have on Operation Ivory Coast(Son Tay)?

Did messing around with the weather (Op Popeye) cause severe flooding to the Son Con River which, meant the Son Tay POW camp had its 60 US prisoners moved which, caused OP Ivory Coast thus to fail???

Mitch: You are correct. What was bad was the Op Popeye people ddn't tell anyone else with Op Ivory Coast about what they were doing in Laos seeding the clouds to cause heavy rains and flooding.

I enjoyed reading about this type of warfare and the things they were getting up to, stuff of sci-fi movies really for the time. I think, though you may know more, that this type of stuff is illegal now but, I have not found out if this is right.

I think this showed that even on the same side different departments and units kept things very quiet.
