I checked my Paypal account and they do charge a fee to the buyer on a partial refund like for postage. If the refund is just on postal rate, it is usually such a small number, the fee is almost nothing.

to avoid these fees on a refund...

the representative told me to open the "send money" tab...
enter the recipients correct email address...
and be sure to use the "personal" tab instead of the "purchase" tab to remit a refund...
and this will prohibit any fee to either party...

I am way confused here. When I issue a shipping refund, i do it from the tab shown in the original transaction, and when I say send $5. It sends the buyer the full $5 and only takes say $4.79 out of my account. It refunds the fee back to make the full $5 and only takes out the net from me.

I think the rep explained it to you wrong as that is what the refund button is for. IF you do a full refund, the only amount that paypal keeps is the 30 cent transaction fee and if you call, they will actually refund that, I only asked one time b/c it was 7 transactions at once and I was irritated enough to call.

SO, basically, in practice, it refunds the full amount to buyer and takes the net from you. I have never been charged a fee either way as buyer or seller on a refund.

If you send money, you can send fee free with personal transaction as described.

I'm way confused now too...tomorrow..or very soon...I am going to call Paypal again and get some clarification...I have trouble understanding thick accents (my rep on the phone that I talked to) some times and may have my information a little twisted...

You're not confused Terry; they work exactly like Tom describes. To give a refund is not difficult.

Using the refund button it says you have 60 days to give a refund. I was sure that was without additional fees with Paypal paying part of the refund by contributing part of the original fee.
