If it's broken off where it was originally attached, then a straight forwrad glue back would be fine, as there should be the original plug and socket to give the glue something to key in to. I would use super glue / CA glue for this. Then just a touch up of paint if required.
If it's broken elsewhere, then I would drill in to each side (arm and torso) and use a pin to secure the two together (a snipped off piece of paperclip would be fine), using CA glue.
Or, you could send it back and ask for another.

If you bought it from a dealer and they have a replacement send it back. It must of been one hell of a ride to break an arm though

I think that's the best advice. No reason you shouldn't get a perfectly good figure for what you paid.

K&C recommended AA glue... not sure what that, or it's Australian equivalent, may be? They've also offered to replace the figure should it prove to be too difficult to reattach the arm.
I am a little concerned that it won't hold once glued, but will make the decision once I have determined what AA glue is. Any suggestions?

send me an email (obees@upnaway.com) and I can expain how I fix figures like that which have been broken. Yes you can Supa Glue the part, but to make a stronger baon, I'd add a pin of fine wire. You have to watch out that the glue doesn't run, or you see a line of gloss, then I use some matt varnish, and you also have to be careful of flaked paintwork, so some retouching is needed.
I've just done repairs on Ancients and East of India for a guy in Melbourne, and also do some regularly for Todd, (Rethymno) in Floreat, mainly K&C but also Thomas Gunn, so he can tell you about my work.

As much as I like to fix things myself, in this case, I agree with those who say that you should send it back. You purchased a new item from a merchant, it broke during shipping, and if he cares about customer service, he ought to have a policy regarding cases like this.
If you'd had the figure for a while and knocked it over and it broke, then I'd fix it myself. And as John and some others noted, you can't just put glue on the mating surfaces and expect it to hold. You need to pin the join, which means drilling a hole in each surface and using a piece of wire, like a piece cut from a paper clip, for example, or a piece of brass rod. You put the pin in the holes, then apply the glue. This provides a much stronger join than a simple butt join between two more or less flat surfaces. It also increases the surface area for the glue. It's the same principle as in cabinetry-two flat surfaces glued together generally won't be as strong as a join with a pin (dowel or biscuit) in it.
But I think you should contact the seller and see if he guarantees his items shipped.

They are likely referring to "Aron Alpha" or "Krazy Glue". You can check out the website here http://www.aronalpha.com/. Basically just a cyanoacrylate glue (super glue, etc.).
That said, I'll join the chorus of "send it back". For a new item you should get what you pay for.

Just opened my email box to send a message to Obee and got word from Yan at K&C that they are including a replacement figure with my latest order. No hassles, no questions asked, just looked at the pic I sent and they made the call to replace it.

That's the way you do business...kudos to K&C...gotta love that...no questions asked...just take care of the customer...they might take a whipping on that one piece...but the goodwill gesture instills loyalty forever!!!!
Repairs are possible, picked up these 2 with a group of others for a song on ebay, all damaged.
The one carrying his rifle across the body, the stock from his front hand forward was badly bent and the barrel from the stock on and bayonet were both gone. I straightened the stock and replaced the barrel and bayonet with those pieces from the Prieser 1/24th germanWWII weapons pack and painted. The one carrying his riflein one hand was similar only worse. I cut the entire rifle from the hand forward, saving the strap and that whole piece is a prieser piece, only the closets inspection can tellthere's any mods done
