I hear they have quite real rivalry going.
When I was a lad they used to regularly knock seven bells out of each other, pleased to say it is much more civilised now, but there is real rivalry underneath.
The only exceptions are the top four English football teams - Man U, Chelsea, Arsenal and Liverpool - they were in a position to have more money - so they got into the champions league with more TV money and now nobody seems able to catch them and break into the top four/champions league and stay solvent - Leeds United put out a magnificent team and broke in a few years ago but had one bad season and went bust.
There are no rules like in American Football to even out advantages (wages level and first pick of the draft etc) and deep pockets really count.
The net result is those four play each other, almost always beat everyone else and nobody else cares a fig what they do - but love it when they get beat occasionally.
The real league is the rest of the league.
When I was a kid, many teams had a chance of winning, not any more. Three times more chance of relegation though - My beloved City were masters at it - but we still had 28,000 average home gate in the third division (League two) and we were rubbish.
That is something about the English football fan, they do stick with their team no matter what in general - there are limits though.
Mad dogs and Englishmen..................
