1) Yes, custom is stars with points UP.

2) I imagine that K&C uses a pad printing or some such. The worker simply had the stamp pad inverted.

I don't know if this makes your car more valuable (like a mis-strike in coins), but it is a conversation piece.

Ty, Panzer Ace. Incidentally, the Plymouth's back bumper, (not shown in the photos), is correct with right-side-up, 1-HQ decal; curiously, only the front bumper tags are the anomalies.
