Couple of updates:
Bracae are longer and looser trousers more like what "barbarians" would wear and would not have been just leggings. While in the provinces bracae became very popular by the end of the 2nd century AD, it does not look like wearing them in Rome itself was acceptable through the end of the 4th Century. Also, in the 3rd century AD all trousers were known as bracae and feminalia no longer appears to be in general use.
The "socks" would most likely have been covered by tibiale or gaiters named after the tibia.
