I've never had to ask this but I suppose there is a first time for everything. I've been waiting for a package from overseas which hasn't shown up yet.

How long do I have to file a complaint with eBay for non-delivery?

I am new to e-bay also is it sixty days for non arrival? I know that there is a forty-five day limit for opening a case on quite a few issues is there different lengths for different things?

Before advising Ebay, I would send a request to the seller asking why the delay. In the past I have found they had just overlooked sending or were slow to send. Anything after 14 days in coming begins to become a worry, but postage does not always true and some packages circle the globe before getting back on track so 3-4 weeks can result. Robin.

Thanks. The package was marked as being dispatched on April 15 so it's been three weeks and running. I've sent him several emails via the eBay system. He responded to one, giving me the tracking number, which was incorrect. I've requested him twice to send me the correct number and he hasn't responded.

My patience is running a bit low and I told him tomorrow has to be the day, one way or the other.

For some reason international mail has been a lot slower than usual. Maybe because of recent terrorism events. I have had many customers complaining lately about delivery times. Could be affecting delivery both ways.

Here is some factual information straight from eBay. Hope this helps out a bit.

WHAT ARE THE IMPORTANT TIMEFRAMES?

If there's a problem, let the seller know via the Resolution Center as soon as you (should) have received your item. You're eligible for Buyer Protection if you do so any time within 45 days of your payment.

After contacting the seller, it's up to you whether you want eBay to step in. You should give the seller at least 3 business days to resolve the issue, but don't wait longer than 30 days.

"There is a good faith dispute between you and the seller regarding the item. A good faith dispute can include cases such as:
You did not receive the item in the estimated delivery time provided on the Order details page (or, if no estimated time was specified, 7 days after payment for items where the origin zip code and destination zip code of the item is within the US, or 10 days after payment for items where either or both the origin zip code and destination ZIP code of the item are not within the US). We may lengthen this period when necessary, for example, based on the type of shipping provided, the buyer's location or due to a natural disaster, national emergency, labor strike or governmental act.
You did not receive the item 30 days after payment.
You received the item after the estimated delivery date where it can be shown that the seller shipped the item either outside of the seller's stated handling time or using a slower method of shipping than what the buyer selected at the time of the transaction.
You received an item that was different from the one described in the listing (for example, you purchased a book, but received a hat).
You received an item that was not as described in the item description.
You received an item that was damaged during shipping.
A good faith dispute does not exist if you improperly claim that the seller has not fulfilled the transaction, if you claim you never received an item when in fact you did, if you refuse to accept shipment of the item (and eBay didn't end the listing), or if you claim the item was not as described but the seller can prove otherwise.
You have not initiated another form of resolution processing, including credit card chargebacks (if you paid by credit card) or PayPal Buyer Protection claims (if you paid by PayPal).
You may also be able to use the Resolution Center to work with your seller to try and resolve any transaction issues when you don’t meet one or more of the eligibility criteria. However, you will need to meet all of the eligibility requirements in order to be eligible for eBay Buyer Protection."

Brad mate,
International mailed parcel have been totally screwed up all year. If you remember my earlier thread this year when a parcel of old K&C Celts sent from Georgia ended up taking a two week holiday in China before finally reaching me. Chinese customs did not treated them kindly but Obee fixed that.
Maybe I should send the Trophy Elephant, I have for you, by mail to NY to test out the system instead of bringing it in my hand luggage.^&grin^&grin

I can't speak for other people but Martyn and I recently traded some sets. We both mailed the packages (mine by priority) on Friday and we both received our packages yesterday.

Mine cleared UK Customs Sunday ^&cool, if we hadn't had a Bank Holiday on Monday I would have received mine a day earlier ^&grin.

Particularly when doing business with a stranger, it's easy to get spooked by slow international delivery times. In my experience, these invariably involve problems with customs. And I swear, the worst seems to be packages that have to be processed through the East Coast of the USA. My record, thus far, for air mail shipments, was seven weeks from Germany to TX, USA. The vendor was really nice about it, but there was nothing that he could do. It got swallowed up in NJ, and he couldn't even follow up with a claim on it until the sixty days was up. USA Customs appears to have NO internal tracking, so they aren't going to do a thing for you. One day, out off the blue, the model just showed up. Hurray:confused:

I actually think it's not Jersey but there's a processing facility in New York that was a problem when I shipped a package to Howard in Australia that three months to get there.

Getting back, I'm not spooked, just annoyed as these sets don't show up that often. I really haven't had an issue before, either as a seller or a buyer, except in one instance where a buyer in the UK lodged a complaint with Paypal about non-receipt of some items (Trophy Christmas sets I think) that got held up in Customs. Fortunately, the day after he filed a complaint, he received the sets.

This isn't coming from Germany is it ? I just had a German customer open an "unreceived item complaint". I have nothing but problems with the German postal system. They can't find their *** with both hands.
 
Brad, The bottom line up front here is you must file a case for non receipt within 45 days from the day you posted your payment.After this PayPal will not refund your money.{sm2}
 
My father purchased a train on Ebay @ 900 Euro that never arrived. Despite both sides communicating the train never came. A claim was made through Palpay and the money was recovered.

Nine months later the train arrived. It had gone to Austria instead of Australia via South America (??). Palpay was contacted and the money returned.

Strange but true story!

Definately a difficult situation when the carrier drops the ball on their end,causing problems for all concerned {sm2}
