It was intended to keep specific people from monopolizing conversations with multiple posts, crowding out other posters, wasn't it? I'm not sure that it's having that effect, or that it could have that effect.

You may be correct, I'm not sure why the monthly limit was put in place. I was merely reminding some members that the posting limit is a separate matter to the long standing methods of dealing with problematic posts. I was initially in favor of some sort of monthly posting limit as it would minimize pointless posts and encourage people to think twice before they posted but it seems to cause more problems than solutions and should be scrapped imo.
