The horses for the Irish state coach are the same. (they don't have a base though) and because of this they won't standup. They weigh a tonne as well. I think the same person designed both set s of horses as they look similar also. I think production was when RC2/Ertl owned Britains.

That would explain a lot. I wouldn't expect a company that designed die-cast cars and other vehicles, as good as they are, to be as attuned necessarily to a high standard for figures.
