Jocks in this case would mean Scots.

However is also sometimes used as term for underpants, probably due to the Jockey brand.

Tom the road is actual bitumen I crushed up, I try to use stuff that I find about the place, why pay big bucks when most of the time it's just lying around, it's handy living on the coast.
