I think you have to understand that the seller dictates the terms...
if he says it take "x" amount of days to ship it...then those are his terms...
if he expects payment in 7 days and can only ship in 10 days...then those are his terms...
if you accept his terms and purchase from him...and if he adheres to his terms...he has fulfilled his agreement perfectly...

you said he gets a negative or neutral feedback from you unless he goes the extra mile...what does he have to do to get a positive feedback from you other than meet his promised terms...
