You won't find many sets above 90 in Opie's rarity index. To give some perspective, all the rare boxed sets in the Famous Regiments series(1556-1602)are rated in the mid-80s, while the very rare set 1868-Air Raid Warden's Post is rated 90, as is set 2184, Bahamas Police, and also set 1525-U.S...

They are for the corral. According to the underside of the box top:"The Stockade[sic] consists of four 4-hole corner feet and twelve 2-hole side feet, about 45 short upright posts and 90 long horizontal bars". All present and accounted for(set from May OTS USA Auction).
