I don't rate the reviewers choices on that list. Master and Commander is a way better movie than Tora Tora Tora! I agree with Hunt for Red October and Das Boot being high on that list.

You could try Vallejos Dark Grey (70.994) which is a smidge lighter. Tamiya's Panzer Grey is another option for German equipment, however, that is a different paint to use than Vallejo again with its own methods.
Dark colours can drown out a model or figure, Its worth experimenting with lighter...
Their German grey is quite dark. I find that they tend to dry a slightly lighter shade than as it comes out of the bottle. You can always lighten it a shade or two by mixing some white in until you are happy with the new shade.

That's an unusual looking figure. Can you post some images of the rear of the figure and the base? And do you know what type of weapon she is carrying? The curved dagger looks Arabic.

I used Mr surfacer 1000 the other day on an old 54mm figure I have been working on. It leaves a nice snooth painting surface. I suspect 1200 will leave an even finer finish. Just make sure you clean up any casting marks on the figure, fill in any gaps and give it a good wash before you prime...
Looking at the Victorian and New South Wales legislation, I suspect it doesn't apply as there are exclusions for "the display of a Nazi symbol done reasonably and in good faith- for an academic, artistic or educational purpose". I suspect that model soldiers fall somewhere in those categories...
