The issue is using a person's likeness without permission or compensation. The law used to be that a deceased person's family had no rights to compensation. However, the law has now changed in several states, foremost among them Tennessee (because of Elvis Presley).

Ivan, also known as Ivan the Fearsome, was the Grand Prince of Moscow from 1533 to 1547 and from then until his death in 1584 was Tsar, the first Tsar of Russia.
 
Yes and no. He transformed Russia from a medieval state into a modern one and was a patron of the arts. However, he did have a complex personality and is said to have been mentally unstable. It may have been during one of those bouts of instability that he had his son and heir killed, leading to his younger but politically weaker son becoming Tsar. When the son died in 1598, what was called the Time of Troubles began, which lasted until the advent of the Romanovs in the 1610s.
