The Duke of Wellington decreed that the British Forces were not to steal or rob from the locals when moving through occupied lands, unlike the French who 'lived off the land'.
They had to pay for goods and services and so try and not to have the locals antagonised and forming a guerilla force, like what happened to the French in Spain.
I this scene in 1813 as they entered Southern Fance, Sharpe and his patrol are arranging supplies with a couple of girls for a night's bivouac.
