Stumbled upon this Gordon Highlander doll, picked it up for $35, then checked my refernces, and it turns out to be an 11 inch Harwin Gordon Highlander Doll from 1915:

Those Steiff figures certainly do have a lot of charm Louis

They are even better when displayed with a real period uniform (a Steiff Algerian Turco Soldier Doll displayed with a pre-WWI Algerian Zouave uniform, identical in cut and design, but with a different color palette):
