After reading some articles it seems like Hinch at least knew about the scheme but Luhnow did not.
So why punish the GM?
Chris Russo is taking everyone involved in this scandal to the woodshed, big time. He is blistering the Astro players as cheaters, demanding that Cora and Beltran be fired, and in general is furious at the whole mess. Well, Russo is nothing if not passionate. -- AlBeltran probably won’t be fired but in my opinion he should be; his guilt is as evident as everybody else.

Manfred circulated a memo in late 2017 warning all teams about using tech to cheat and that there would be serious repercussions if there were future violations. The Houston GM did nothing with it and didn’t mention it to Hinch; he ignored the memo. He was also probably punished for the culture he created down there. He’s the GM and this happened on his watch. He had to pay the price.
